Two dark-suited IRS agents demanding payment of delinquent taxes visited Harv's Metro Car Wash in Sacramento, California on Wednesday. They delivered a letter to the on-site manager, which was about the amount of money the carwash owed to the feds, numerically speaking, 4 cents.
